Вводится для обложения пошлинами отдельных товаров и услуг, а также некоторых сделок и операций.В отличие от таможенных пошлин (customs duties), которые взимаются только с импортируемых товаров, акцизами в равной степени облагаются как ввозимые в страну, так и производимые местной промышленностью однородные товары. В ряде стран импорт в налоговой политике рассматривается аналогично процессу производства товаров как источник поступления товара на внутренний рынок. Так, в США ответственность за сбор акцизов возложена на Налоговое управление (Internal Revenue Service). Лица, связанные с импортом или производством отдельных товаров (алкогольных напитков, некоторых видов оружия и др.), до совершения сделок по ним обязаны пройти процедуру регистрации в Налоговом управлении и уплатить соответствующий налог. Компании, занятые производством товаров, облагаемых акцизными сборами, ежеквартально представляют Налоговому управлению соответствующие сводки и вносят необходимые платежи. Импортеры уплачивают налог по освобождении товаров из таможни, за исключением тех случаев, когда таможенная служба выдает документ об отсрочке от уплаты налога (tax deferment bond). Как правило, отсрочка от уплаты акцизных сборов (равно как и таможенных пошлин) предоставляется, если товар поступил на приписной таможенный склад (bonded warehouse) либо в зону внешней торговли (foreign trade zone).English-Russian explanatory dictionary of the external economic terms > excise tax
